The establishment of these maximum for these certain processes times is a first step, because the Ministry of health, Social policy and equality may revise periodically the maximum times in order to adapt them to sanitary reality, the economic situation and the needs of the users of the SNS. Surgical interventions of transplants of organs and tissues, whose implementation will depend on the availability of organs, as well as health care in situations of disaster are excluded from its scope of application.
